The Effectiveness of Community Participation Mechanisms in The Planning and Implementation of Special Autonomy: a Study of The Jayapura Regency Government

Special autonomy aims to equalize the backward status of Papua, especially Jayapura Regency, with the outside region so that it is on par and on par with other regions. The lag in question includes the lag of the economy, education, health, and infrastructure. As for the special autonomy granted by the central government to Papua, it is not the widest autonomy but the special autonomy of asymmetric decentralization. The granting of limited authority is in accordance with the needs of the community or vice versa. The purpose of the study of asymmetric decentralization of special autonomy is to assess the distribution of special autonomy funds to the recipient communities from the perspective of the active role of community participation in realizing the goals of decentralized autonomy received by the Papuan government. In this study, the research method used is a mix of methods. Qualitative methods and quantitative methods. As for the research approach used to assess the study of special autonomy assistance, especially productive economic assistance and community participation involvement, the author uses a research theory approach Duncan (2019) . The level of community participation class includes six (6) levels. The classes of community participation levels include: (1) Manipulation, (2) Information, (3) Consultation), (4) Partnership, (5) Delegation, and (6) Citizen Control. From the results of field research, the problem of studying community participation in the musrenbang process is quite strong, but in the implementation of activity programs, the beneficiaries have a moderate level of participation. Then another obstacle in implementation, beneficiaries, lack of participation in benefit management. Another obstacle, furthermore, beneficiaries experience difficulties in marketing plantation, livestock and agricultural products. By conducting this research, it is hoped that the obstacles faced in the implementation/implementation of special use and autonomy can be resolved. In addition, research can be used to recommend improvements for Jayapura Regency Government management policy holders.
